Victim Surcharge Fund: annual report 2025 to 2026
Under the Victim Surcharge (Scotland) Regulations 2019 this is a report on the payments made into and out of the Victim Surcharge Fund, the recipient organisations, the administration costs and balance of the fund for the period 1 April 2025 to 31 March 2026.

Application Process
The Fund was opened for the sixth time to applications from organisations that provide support to victims of crime on 7 July 2025. The deadline for applications to the Fund was 4 August 2025.
By the closing date, 21 applications to the Fund had been received.
The applications were independently assessed by a panel of three Scottish Government officials against a pre-agreed matrix. A panel meeting was held on 25 August 2025 where individual findings were discussed, and a consensus reached on which of the applications met the criteria required (as set out in the Victim Surcharge Fund Guidance).
Nineteen applications met the criteria and were approved for funding by Scottish Ministers. The organisations were informed in November 2025.
