Verity House Agreement - Assurance and Accountability

This document sets out the assurance and accountability approach local government and the Scottish Government will use to evidence progress towards our shared priorities, setting out the principles of the Verity House Agreement outcomes framework.

Footnotes

1 These align with the Scottish Government’s priorities of eradicating child poverty, growing the economy, tackling the climate emergency and delivering excellent and sustainable public services.

2 Wider partners will likely include community planning partners, including health boards and relevant public bodies, all of which have existing accountability arrangements with the Scottish Government. The role of third sector and private sector partners may also be relevant.

3 It is important to consider the role of regional collaboration between partners to support collective efforts to achieve shared outcomes.

4 A revised NPF is likely to be published in autumn 2024. Proposed changes are available here.

5 Officials are exploring possible examples of where portfolio and policy activity is already supporting improved assurance and accountability, including within Early Learning and Childcare.

6 The workplan of each committee will be agreed by the convenor and committee members.

7 Officials are exploring possible examples which demonstrate this principle effectively for this context, including in relation to education and the duties placed Ministers and Local Government within the Education (Scotland) Act 2016.

8 Officials across the Scottish Government and Local Government will identify examples of existing reporting which could potentially be streamlined or reduced.

9 Where possible, these meetings will align with existing or planned political oversight meetings to reduce duplication of effort and resource.

10 Local Outcome Improvement Plans (LOIPs) are published by each Community Planning Partnership and outline how partners will work with communities to improve outcomes.
