Overview
The new Vehicle Hire Services contract offers the provision of a car and van rental service mainly focused on the Scottish mainland and islands, but also with the facility for occasional provision in England, Wales, Northern Ireland, and Europe.
It is a call-off contract from Crown Commercial Services framework Agreement RM 6265 (Vehicle Hire Solutions) - Lot 1 (Hire of Vehicles up to 3.5T - Includes passenger cars, LCVs up to 3.5 tonnes, minibuses up to 17 seats, 4x4s, car share, and international rental).
What is in scope
The contract covers:
- both short and long term hires
- hire of standard passenger cars in a range of makes and models, and engine size;
- choice of diesel or petrol, auto or manual transmission, electric or low emission vehicles;
- light commercial vehicles (LCV). Up to and including vehicles with a maximum payload of 3.5 tonnes;
- hire of on-road 4-wheel drive vehicles with automatic or manual drive capability;
- minibus hire;
- “car share”
Customers are requested to restrict their bookings to smaller CO2 efficient vehicles and use the “car share” facility, i.e. flexible, hourly rental from pre-determined locations, wherever possible.
What is out of scope
The contract does not cover:
- lease vehicles
- chauffeured vehicles
- commercial vehicles over three and a half tonnes
- provision out-with Europe

Benefits
The contract offers a ‘one stop shop’ for all car and van rental requirements. It allows customers to book vehicles via one supplier no matter where in the country their booking is required.

- supplier offers consolidated invoicing;
- pick-up and drop off service;
- “car share”
User organisations of the contract can contribute to minimising the impact of the new contract by determining the optimum solution and value for money for their on-going Vehicle Hire needs by considering whether the “car share” arrangements are viable alternatives to specified periods of rental, and by encouraging staff to travel to local Enterprise branches (if applicable) to pick up and drop off cars.
