Just Transition: draft plan for transport in Scotland: easy read

This easy read version of the draft plan identifies the key challenges and opportunities that the transport sector faces in making a just transition to net zero. We are seeking views as part of a public consultation, which will run until 19 May 2025.

People and Communities

What do we want to do?

We will change the transport system so that it does not pollute the environment. This will help people live healthier lives.

We want to make sure that communities in Scotland can use public transport like buses and trains without spending too much money.

We want the transport system to be safe and easy to use.

It is important that moving to climate friendly ways of travel does not cost too much money. Electric vehicles should not cost people too much.

What are the issues?

Everyone uses transport, it is a big part of everyday life. But not everyone in Scotland makes the same amount of harmful gases by travelling.

Households with more money are much more likely to travel by car. Poorer people are more likely to use public transport to get to work, school, or college.

We must travel less by car. This must be done fairly. Car use can be bad for us and where we live. This can impact some people more than others.

People with more money are also much more likely to fly in planes, which is bad for the environment.

In rural and island places, transport costs are much higher. People living in these places can experience the effects of climate change more.

Travelling can also be harder for disabled people.

Our transport plan gives Scotland a chance to fix problems. It can make sure that every community in Scotland can travel safely and in a way that is good for the environment.

What are we doing to fix these issues?

These are some of the important things we are already doing to help the transport transition.

The Scottish Government has already spent £500 million on helping people travel in more active ways such as walking or by bike

We spend £2 billion each year on public transport. This helps to keep services like trains and buses running. We will ask people to use buses and trains more.

To help more people use public transport, we made bus travel free for people under 22, disabled people and people over 60.

We have made a bus group so communities can speak to bus companies and councils. This means that people’s views about bus services are heard.

We are making it easier for more people in Scotland to use electric cars, especially in rural and island areas.

We have made low emissions zones in 4 Scottish cities. A low emission zone is part of a city where cars that are bad for the environment are not allowed in.
