A guide to improving communications on tax and tax policy. It sets out a systematic approach to designing, implementing and evaluating tax communications.
4. How will improvements to public understanding of tax be delivered?
There is already a lot of information available on tax. We are publishing this guide to provide clear goals and a systematic process to use when designing, implementing or improving tax communication approaches
Within the Scottish Government, we will identify small-scale projects to test this approach, focussing on taxes with planned communications. Depending on the nature of the projects, we will work closely with local government, HMRC, Revenue Scotland, employers, educators and tax policy groups to develop, implement and evaluate approaches which can support better understanding of the complex tax landscape in Scotland and the UK.
We will publish an update on this as part of our planned progress update on Scotland’s Tax Strategy in early 2026.
