Supporting Scotland's transition - land use and agriculture: consultation analysis report

We have been seeking views on a Land use and Agriculture Just Transition Plan for Scotland. This report provides an overview of the findings from the formal public consultation held between August and October in 2025.


7. Conclusion

We asked for views on the content of the draft Land use and Agriculture Just Transition Plan. We wanted to know the level of agreement with the proposed Vision, long-term outcomes and short-term objectives, and to find out if stakeholders felt they could be improved. It was also important that we identified indicators to monitor and evaluate progress towards these outcomes and objectives and assess the potential impacts they might have on people from rural and island communities.

In response, we received a variety of views and opinions from 39 different individuals and organisations. These insights, along with the feedback from our wider programme of stakeholder engagement, are being used to develop the content of the final version of the Land use and Agriculture Just Transition Plan. We anticipate this will be published in 2026, following publication of the Climate Change Plan 2026 - 2040. The insights will also be an important part of future Just Transition work as we look beyond publication of the formal Plan, demonstrating the Scottish Government’s ongoing commitment to co-development.
