Social security (miscellaneous amendment) (Scotland) regulations 2025 - islands and communities impact assessment

This Impact Assessment considers impacts on island communities of removing Tax Credits as qualifying benefits for certain devolved benefits. Includes references to changes in Scottish Child Payment, Carers Allowance and Young Carer Grants appeals regulations and Discretionary Housing Payments.


Assessment

In preparing the ICIA, I have formed an opinion that our policy, strategy or service is not likely to have an effect on an island community which is significantly different from its effect on other communities (including other island communities).

These regulations simply reflect a UK Government initiative that will be completed before these regulations come into force, and the replacement benefit (UC) is the standard metric for low-income households. We have closely monitored the take-up rate of Scottish Government benefits throughout the ‘Move to UC’ period and there has been no impact throughout Scotland. We do not assess that this will differ for island communities. The amendment to the Social Security (Information-sharing) (Scotland) Regulations 2021 is technical in nature and should not have an effect on an island community which is different from its effect on other communities.
