Shared services programme: phase 1 programme closure report

This report captures the experience of delivery, and the outcomes and learning that can be derived for the benefit of future transformations in the Scottish Government and the public sector. It covers objectives, post-implementation, governance, costs, benefits realisation, and future work.

  • AI – Artificial Intelligence
  • AO - Accountable Officer, is a senior official who is responsible for the proper use of public funds within their area of responsibility.
  • ATS - Applicant Tracking System, was a system used during recruitment that has been replaced by Oracle Cloud.
  • BACS - Bankers’ Automated Clearing System, which is a long‑established UK electronic payment system used to move money between bank accounts.
  • CHAPS - Clearing House Automated Payment System, which is a UK same‑day, high‑value bank payment system, typically used for large or time‑critical transactions.
  • CPA - Contract Purchase Agreements, a function available in Oracle Cloud where there are procurement contracts or agreements in place that enable a preparer to create requisitions without any involvement of the Oracle buyer role.
  • DG - Director-General, a senior member of staff who is responsible for overseeing a major portfolio of policy and delivery across grouped directorates.
  • DM - data migration
  • DPO - Delegated Purchasing Officer, a user with the authority to award a contract for goods, services and works on behalf of a directorate.
  • e-HR - Electronic Human Resources, the previous HR system used in Scottish Government.
  • EPM - Enterprise Performance Management, is a suite of cloud-based software and a set of processes designed to help us plan, budget, forecast, report, and manage our financial and operational performance more effectively.
  • ERP - Enterprise Resource Planning, is a cloud‑based suite of integrated business applications used to manage core operational processes - such as finance, procurement, projects, risk, supply chain, and more - within a single consolidated platform.
  • FTE - Full Time Equivalent, used by organisations to standardise employee workload into the equivalent number of full‑time workers
  • FY - Financial Year
  • HR – Human Resources
  • IBM - International Business Machines, the company appointed Oracle system integrators for the delivery of the programme.
  • KPI – Key Performance Indicators
  • MI - Management Information
  • OGL - Oracle Guided Learning, a feature designed to assist carrying out day-to-day tasks by providing role-based guidance
  • PECOS - was the Scottish Government's corporate purchasing tool until it was replaced by Oracle Cloud.
  • SaaS - Software-as-a-Service, which is a cloud‑based software delivery model where Oracle hosts, maintains, updates, and secures the application.
  • SCOTS – a secure, standardised, shared Information and Communication Technology (ICT) infrastructure used across the Scottish public sector.
  • SEAS - Scottish Government Enterprise Accounting System, was the system that recorded financial information before being replaced by Oracle Cloud.
  • SG - Scottish Government
  • SLA – Service Level Agreements, are a formal contract between a service provider and a customer.
  • SME – Subject Matter Expert
  • SRO - Senior Responsible Owner, is the member of staff responsible for the delivery of a project or programme.
  • SSP - Shared Services Programme, is the programme delivering Oracle Cloud and supporting the Scottish Government's wider Corporate Transformation.
  • TAF – Technology Assurance Framework, which is the Scottish Government’s formal, structured system for ensuring that digital and technology projects are well‑governed, well‑planned, and likely to succeed.
  • UAT – User Acceptance Testing, which is a stage of testing where end‑users test a new system or service.
