This joint progress report outlines the actions taken over 2025 to 2026 by the Scottish Government and COSLA to restore Scotland’s secure accommodation

capacity and to continue planning for the future provision of secure care.


8. Conclusion

Over the past year, the Scottish Government and COSLA have worked in partnership to strengthen collaboration and respond to the complex capacity challenges within Scotland’s secure care system. This connects to the wider ‘Reimagining Secure Care’ programme of work and supports the longer-term progress required to develop a ‘reimagined’ secure provision. While pressures remain, there is a strong and shared commitment across national and local government to maintain joint efforts, and engage in meaningful consultation, to develop and progress the clear change and improvement outlined in our action plan. This collective approach is central to improving outcomes for children and young people and to shaping a ‘reimagined’ secure care system that reflects Scotland’s vision for care and protection, as well as The Promise made to children and young people.
