Secure care: joint progress report between Scottish Government and COSLA

2. Introduction

This joint progress report outlines the actions taken over the past year by the Scottish Government and COSLA to restore Scotland’s secure accommodation capacity and to continue planning for the future provision of secure care. It builds on:

• Four parliamentary statements delivered by the Minister for Children, Young People and The Promise in 2025 (8 January, 26 March, 15 May and 8 October); and
• The Scottish Government’s response to the ‘Reimagining Secure Care’ report, published June 2025.

This report provides a shared account of the progress to date and outlines the joint priorities that will continue to inform our work.
