Seal licensing system: second review

This report is the second statutory review of the operation of the seal licensing system in Scotland under the Marine (Scotland) Act 2010 which covers the improvements since the last review and makes recommendations for the future operation of the system.


1. Introduction

Section 129 of the Marine (Scotland) Act 2010 requires that Scottish Ministers must review and publish a report on the operation of the seal licensing regime every five years. This is the second such review to have been carried out, the first being completed in September 2015. 

This review covers the period from February 2015 to August 2020 and considers all aspects of the operation of the seal licensing system, including all developments and improvements made following the recommendations of the 2015 review. It also assesses the current operation of the licensing system.
