5. Conclusion
In preparing the ICIA, the Scottish Government have formed an opinion that the Scottish Seabird Conservation Action Plan is not likely to have an effect on an island community which is significantly different from its effect on other communities (including other island communities). The reason for this is that the action plan is bringing together both ongoing and potential future actions into a singular document, providing a framework for future delivery. It is not implementing new policy or actions, and therefore, will have no direct impact on island communities at this time.
