3 The four questions were presented as open questions in the consultation paper. However, in the online survey, Questions 1 to 3 were each preceded by a closed (tick-box) question offering three response options (Yes / No / Unsure). Additionally, the wording of Question 3 was slightly different in the consultation paper and online survey. This report uses the question form and wording that appeared in the online questionnaire.
