Scottish National Investment Bank: review of performance 2026
This independent report examines the Scottish National Investment Bank's performance over its first five years, assessing progress against its statutory objectives and missions, authored by Sir John Elvidge.
The Bank as an organisation
10. In late 2024/early 2025, Audit Scotland conducted its own performance review of the Bank, looking in particular at the Bank’s operational, governance and accountability arrangements. Its report was published in May 2025 and was considered by the Public Audit Committee of the Scottish Parliament.
11. Having discussed that report with the Auditor General and the lead auditor, having reviewed the scope of the material shared with Audit Scotland by the Bank team as the basis of that review, and having heard about follow-up action in hand, I concluded that it would be neither necessary nor helpful for me to revisit the whole territory covered in that exercise. Although, unsurprisingly, some of the issues mentioned then came up in the course of my work, nothing I heard caused me to call into question the very positive account in the Audit Scotland report.
