Land-based learning review and plan – second progress report: SG response
This reports on progress of the recommendations covering the April 2025 to January 2026 period, following the Independent Commission for Land-Based Learning - review and implementation plan: SG response - progress report.
Background
The independent Commission for the Land-Based Learning Review Report was submitted to Ministers in January 2023, and all 22 of its recommendations were accepted or accepted ‘in principle’. The Scottish Government published a Response in April 2024 and an Implementation Plan in January 2025.
The first Progress Report on the Scottish Government Response to the Independent Commission for Land-Based Learning Review Implementation Plan was published in June 2025. This reflected progress from April 2024 to March 2025, where actions on all recommendations were underway and five were complete.
As explained in it, the recommendations vary in their scope and scale; ranging from specific, practical changes to informing broader policy and delivery. The Implementation Plan (January 2025) set out the outputs, actions and timescales as far as possible. Implementing the plan’s actions will support the delivery of green solutions in the agriculture, forestry, aquaculture and environment sectors. This is important in building prosperous rural areas and a Just Transition to Net Zero, contributing to the First Minister’s priorities on Growing the Economy and Tackling the Climate Emergency.
