Land-based learning review and plan – second progress report: SG response
This reports on progress of the recommendations covering the April 2025 to January 2026 period, following the Independent Commission for Land-Based Learning - review and implementation plan: SG response - progress report.
Introduction
This second Progress Report on the Land-Based Learning Review (LBLR) is an update on delivery of the Recommendations between April 2025 and January 2026. This nine month reporting period was agreed to ensure progress updates were available for the March 2026 stakeholder event. Publishing Progress Reports delivers on LBLR Recommendation 15.
The Scottish Government remains committed to attracting more people into our land-based and aquaculture sectors and equipping them with the skills and knowledge needed, informed by improved evidence gathering and its use. Acting on the Land Based Learning Review Commission’s recommendations will contribute to supporting these sectors.
In the time period covered by this report a further 9 of the 22 recommendations have been completed (1,1.1,3.2,4,5,8,11.1,14 and 15) bringing the delivery total to 14.
Progress has included: research on whether to reframe the land-based sector; development of a learning pathways paper; running a new Agriculture Household Survey; Sustainable Learning Settings projects co-designed and completed; and completion of two research reports to provide industries with a better understanding on Fair Work practices around maternity leave and flexible working.
