Information request and response under the Environmental Information (Scotland) Regulations 2004.
Information requested
- With respect to the Scottish Government Climate Change Plan ("the plan"), and specifically the "Update to the Climate Change Plan", "ANNEX C: Derivation of Sector Emissions Envelopes". Please provide for the transport sector emissions envelope in both (a) the original 2018 Climate Change Plan, and (b) the updated 2020 Climate Change Plan:
- the assumed levels of road traffic in vehicle kms, split by cars, LGVs and HGVs, for each year of the plan period 2018 - 2032.
- With respect to the Scottish Government Climate Change Plan ("the plan"), and specifically the "Update to the Climate Change Plan", "ANNEX C: Derivation of Sector Emissions Envelopes". Please provide for the transport sector emissions envelope in both (a) the original 2018 Climate Change Plan, and (b) the updated 2020 Climate Change Plan:
- the proportion of the kilometres driven in zero emission vehicles, again split by car, LGV and HGV, for each year of the plan period 2018 - 2032
- With respect to the Scottish Government Climate Change Plan ("the plan"), and specifically the "Update to the Climate Change Plan", "ANNEX C: Derivation of Sector Emissions Envelopes". Please provide for the transport sector emissions envelope in both (a) the original 2018 Climate Change Plan, and (b) the updated 2020 Climate Change Plan:
- the full set of any assumptions made about uncertainty of COVID on these figures
- With respect to the Scottish Government Climate Change Plan ("the plan"), and specifically the "Update to the Climate Change Plan", "ANNEX C: Derivation of Sector Emissions Envelopes". Please provide for the transport sector emissions envelope in both (a) the original 2018 Climate Change Plan, and (b) the updated 2020 Climate Change Plan:
- minutes, emails and correspondence, documents between the Scottish Government and colleagues in the UK Government relating to the plan and the transport sector emissions envelopes;
- minutes, emails and correspondence, documents between the Scottish Government and colleagues in the UK Government relating to the plan and the UK Transport Decarbonisation Plan and Net Zero Strategy policy documents.
As the information you have requested is 'environmental information' for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.
This exemption is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.

Question 1
- For Climate Change Plan 2018: The detailed information to answer this question is not available. The Transport envelope was based on work done for Scottish Government by Element Energy, the sources for which are provided in response to EIR 202200331127
- For Climate Change Plan Update 2020: the sector envelopes were finalised using post-model adjustments described in annex C of the Climate Change Plan Update document. As such, there is no link from the final Transport envelope to road traffic assumptions
Question 2
- For Climate Change Plan 2018: The detailed information to answer this question is not available. The Transport envelope was based on work done for Scottish Government by Element Energy, the sources for which are provided in response to EIR 202200331127.
- For Climate Change Plan Update 2020: the sector envelopes were finalised using post-model adjustments described in annex C of the Climate Change Plan Update document. As such, there is no link from the final Transport envelope to zero emission vehicle assumptions.
Question 3
- The Transport emissions envelope in the Climate Change Plan Update was not amended to reflect the impact of COVID as there was too much uncertainty on its extent and duration.
