Scotland's Technology Council 2025-26 Report

Purpose of Report

This report sets out the independent advice of Scotland’s Technology Council to the Scottish Government, drawing on the collective experience of its members.

This short report provides an overview of the work of Scotland’s Technology Council to date, summarising its delivery, key outcomes, and the recommendations emerging from the Council’s discussions. The report brings together the Council’s principal considerations in a single reference document, supporting ongoing monitoring of the extensive range of suggestions and insights generated through its deliberations.

At the time of publication (March 2026), the Scottish Technology Council has met six times. The content of this report reflects the themes, priorities, and proposals raised during these meetings, and outlines the areas where further development or coordinated action may be required.

While the report has been supported by Scottish Government officials, the analysis, priorities, and recommendations reflect the independent judgement of Council members.

It is anticipated that the report will be of interest to a wide range of local and national stakeholders, including industry leaders, public sector partners, skills and education bodies, and organisations with a role in advancing Scotland’s technological and digital capabilities.

Please note: the report’s contents reflect the Council’s views, and may not match current or future Scottish Government policy. In setting a future vision — Vision 2035 — we hope that it stimulates thought and influences future thinking. Whilst the Minister for Business & Employment has acted as Chair of the Council, this should not be taken as endorsement of the Council and this report. Importantly, the Council’s recommendations set out in this report have been prepared with the expectation that they will be considered by the incoming Government following the Scottish Election in May 2026.
