5. Assessment
The development of the Framework has been informed by evidence, provided through our evidence narrative discussing the current state of the health of our population and through vital insights provided by our stakeholders and partners throughout the extensive engagement process in 2024.
It has been assessed that it would not be applicable to conduct an Island Communities Impact Assessment for the Population Health Framework at this stage. As the Framework in its current form represents a high-level strategic document rather than a set of specific, regionally targeted actions.
By taking a prevention approach to health, consideration of regional impact at this stage is not required as the focus is on establishing broad, population-wide measures that promote wellbeing and reduce future health risks. Prevention strategies such as promoting healthy lifestyles, early interventions and tackling the socioeconomic factors at the root of health inequalities are designed to have a universal benefit, regardless of geography. While regional differences will be important during implementation, the current emphasis is on creating a foundation that supports improved health outcomes across all communities.
Detailed policies and interventions stemming from the Framework will undergo their own individual impact assessments, including consideration of island-specific needs at the appropriate stage of development and implementation. This shall ensure meaningful assessment is conducted when potential differential impacts can be properly identified and addressed.
