Rationale for deciding that the strategic decision would have no impact on consumers:
It is considered that the Offshore Wind Skills Priorities and Action Plan will not have a direct impact on consumers. The plan is a high-level strategic document that identifies priority job roles, shared objectives, and initial actions required to build Scotland’s offshore wind workforce over the longer term, rather than measures that influence consumer experience or behaviour.
Its purpose is to set out steps to coordinate skills development across government, industry, and the education sector to support the skills development needed to deliver Scotland’s significant potential offshore wind pipeline. It does not introduce any policies or interventions that affect consumer rights, costs, or the operation of retail energy markets.
Any long-term, indirect consequences for consumers, such as potential changes in wholesale energy prices, fall within the remit of the UK Government and its regulators, including Ofgem and the National Energy System Operator (NESO).
