7. From visibility to execution

Scotland's challenge is now one of execution. A stronger market position will require a coordinated effort across government, Scottish Development International, UK India Business Council, universities, sector bodies and businesses. The purpose of coordination is not to create another layer of process. It is to give each priority state and sector clear ownership, measurable outcomes and a route from introductions to commercial projects.

Sustained in-market presence is essential. Relationships with governments, regulators, investors, corporates, universities and clusters cannot be built through occasional missions alone. Telangana, Maharashtra and Gujarat should have dedicated sector attention and regular engagement. Trade missions and major events should be used to advance specific opportunities, not simply to raise visibility. Scotland's proposition should also expand beyond education and whisky to demonstrate leadership in energy transition, life sciences, fintech, AI and advanced engineering.

Sector partnerships should be organised around outcomes. Working groups in energy, life sciences, fintech, AI and manufacturing should focus on co-development, technology transfer and scalable pilots. Project-development support can help turn early ideas into investable propositions. Centres of excellence, innovation corridors, joint funds and talent programmes should be considered where they create lasting delivery platforms rather than symbolic agreements.
