Stage 1: Framing

Results of framing exercise

The Scottish ENIC legislation had to be developed quickly in response to a change of view on devolved powers. The Scottish ENIC legislation does not change policy. Therefore, no framing workshop was conducted to inform this EQIA. The findings of discussions with a small number of stakeholders in the limited time available helped inform Stage 2.

Extent/Level of EQIA required

This EQIA has been completed for the Scottish ENIC legislation. Our assessment is that the legislation does not have an impact on those with protected characteristics. Not putting this legislation in place could have resulted in the services being discontinued in Scotland, with negative impacts for all users and in breach of the Conventions.
