Heat and Energy Efficiency Technical Suitability Assessment (HEETSA): scoping consultation– partial BRIA
This partial business and regulatory impact assessment (BRIA) supports the HEETSA scoping consultation. A final version will follow after further consultation in 2026, once the Scottish Government finalises its approach to assessing the technical suitability of heat and energy efficiency measures.

8 While there is not a single NOS document solely for the domestic retrofit assessment, the level 4 qualification (needed to become a retrofit assessor) draws from a combination of NOS relevant to: energy assessment e.g. Domestic Energy Assessor standards, building surveying, construction and the built environment, sustainability and energy efficiency in buildings. In addition, for those working on traditional and protected buildings, they must show competency and qualification in applying the BS 7913: Guide to the Conservation of Historic Buildings.
