Residential rehabilitation bed capacity in Scotland, August 2026

This publication reports on the findings from a survey of drug and alcohol residential rehabilitation facilities in Scotland to provide statistics on bed capacity.

Introduction

Drug- and alcohol-related deaths and harms in Scotland cause avoidable damage to individuals, families and communities. Tackling the high level of drug- and alcohol-related deaths and harms in Scotland is a priority for the Scottish Government. For some people affected by problematic drug and alcohol use, residential rehabilitation can be an effective step in working towards recovery.

In this report, residential rehabilitation is defined as facilities supporting residents to attain an alcohol- or drug-free lifestyle through intensive psychosocial support and a structured programme of daily activities. This definition was developed by the Scottish Government’s Residential Rehabilitation Development Working Group. Further details can be found in the Glossary.

The National Mission on Drug Deaths (2022-2026) committed £100 million to expand access to residential rehabilitation treatment. This included £18 million of capital funding over five years to support the development of eight new or expanded facilities, including specialist services. A target to increase residential rehabilitation capacity to 650 beds by 2026 was outlined in the 2024-2025 Programme for Government.

The Scottish Government’s current Alcohol and Drugs Strategic Plan (2026-2035) maintains a commitment to enhancing access to residential rehabilitation services. In March and August 2026, a combined £2.3 million was announced to fund additional beds across two facilities.

This publication reports on residential rehabilitation bed capacity in Scotland as at August 2026. It builds on data presented in the Scottish Government’s 2021 publication on residential rehabilitation bed capacity in Scotland, and on subsequent bed capacity counts conducted in September 2024 and October 2025.
