Residential rehabilitation bed capacity in Scotland, August 2026

This publication reports on the findings from a survey of drug and alcohol residential rehabilitation facilities in Scotland to provide statistics on bed capacity.

Glossary

Alcohol and Drug Partnership (ADP): Scotland’s 30 Alcohol and Drug Partnerships bring together local partners including health boards, local authorities, police and voluntary agencies to coordinate the response to substance use issues. They are responsible for commissioning and developing local strategies for tackling problem alcohol and drug use and promoting recovery, based on an assessment of local needs.

Bed capacity: maximum reported number of available placements, at any one time, for adults to receive residential rehabilitation treatment.

Facility: the term ‘facility’ in this report refers to a distinct individual operation delivering residential rehabilitation support and treatment. Individual providers of residential rehabilitation may have more than one facility.

Publicly funded: a publicly funded residential rehabilitation placement is funded, in full or part, by a public source. This includes funding from a health board, an Alcohol and Drug Partnership (ADP), local authority, Prison to Rehab funding, other Scottish Government funding, housing benefit (including through the Dual Housing Support Fund), a public sector employer, or a third sector organisation funded by a public body. This includes placements funded by third sector residential rehabilitation centres themselves. Publicly funded placements may include an element of private funding.

Residential rehabilitation: facilities offering programmes that aim to support individuals to attain an alcohol- or drug-free lifestyle and be integrated into society, and that provide intensive psychosocial support and a structured programme of daily activities that residents are required to attend over a fixed period of time. This definition was developed by the Residential Rehabilitation Development Working Group. Further detail is available in the Pathways into, through and out of Residential Rehabilitation in Scotland report.

Residential Rehabilitation Development Working Group: established in June 2020 to advise Scottish Ministers on a programme of work to ensure the provision of drug and alcohol residential rehabilitation services across Scotland and to ensure that everyone who requires has access to it. More details, including the Group’s terms of reference, are available on the Residential Rehabilitation Development Working Group page on the Scottish Government website.
