4. Future Legislative Review Approach
During the previous review of the vehicle recovery charging framework, respondents were asked for their views on future review arrangements. Feedback indicated broad support for the framework being reviewed on a more regular basis, with many stakeholders favouring reviews every three to five years to help ensure that charges remain appropriate and responsive to changes in the operating environment.
The Scottish Government recognises the importance of maintaining an up-to-date charging framework and is interested in exploring how future reviews could be undertaken in a more proportionate and efficient manner. In particular, we are seeking views on whether routine reviews focused primarily on updating charges could be informed through targeted stakeholder engagement, evidence gathering and impact assessment, with full public consultation reserved for more substantive changes to policy or the legislative framework. This approach could help ensure that reviews are undertaken more regularly, and completed quicker, while maintaining appropriate stakeholder involvement and transparency.
