3. Proposed Changes
This consultation proposes a 31% increase to the statutory charges for vehicle removal, storage and disposal. The proposed increase is based on the change in the Gross Domestic Product (GDP) deflator between 2018-19 and 2025-26.
The consultation also seeks views on proposed changes to mileage rates and ferry charges.
The proposed increase is primarily intended to restore the real-terms value of the statutory charges that has been eroded by inflation since 2019. The Scottish Government recognises that stakeholders have identified a wider range of cost pressures affecting the sector. However, the proposed uplift is not intended to address every challenge currently faced by recovery operators. Rather, it represents an initial step to ensure that the statutory charging framework remains broadly fair, proportionate and sustainable.
Subject to the outcome of this consultation and Parliamentary approval, the Scottish Government intends to introduce any revised charges through secondary legislation in Spring 2027.
