The Cabinet Secretary for Economy, Tourism and Transport, Stephen Flynn MSP, today announced the appointment of Stuart McCallum, Julia Mulloy and Andrew Smith as Members of the Board of South of Scotland Enterprise (SOSE).
Members
Stuart McCallum is a Chartered Accountant with over 30 years of experience supporting growth plans for SME and family owned businesses. Previous executive roles held include being a Partner at RSM UK and corporate finance banking roles with RBS and the Clydesdale Bank. He is now focusing on non-executive roles with ICAS, Scotland Food and Drink and is member of the finance committee at the Scottish Funding Council.
Julia Mulloy brings 40 years experience in housing, regeneration, community development and organisational transformation, with a career dedicated to strengthening communities and improving places. As Chief Executive of Scottish Borders Housing Association she led its evolution into a modern, financially resilient regional anchor organisation delivering major regeneration, expanding community services and progressing the transition to Net Zero for 5,600 homes. She was a Member of the South of Scotland Reginal Economic Partnership and holds non-executive roles with the Scottish Federation of Housing Associations and the Wise Group.
Andrew Smith is an investment and commercialisation specialist with experience in law, renewables, clean tech and innovation finance. He is a Director at Greenbackers Investment Capital and Deja Blue Consulting and a Board Director at the UK Marine Energy Council and ran the REIF Fund for the Scottish Investment Bank from 2013 to 2016.
Appointments
The appointments are for four years and run from 31 August 2026 to 30 August 2030.
The appointments are regulated by the Ethical Standards Commissioner.
Remuneration and time commitment
The appointments attract remuneration of £280.58 per day for a time commitment of 2.5 days per month.

Stuart McCallum, Julia Mulloy and Andrew Smith do not hold any other public appointments.
Political activity
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public.

South of Scotland Enterprise (SOSE) is the dedicated economic and community development agency for the South of Scotland.
Recently celebrating its fifth anniversary, SOSE has led the way in responding to the unique opportunities and challenges in the South of Scotland.
With a focus on growing the economy, both regionally and nationally, SOSE works closely with the Scottish Government and partners to build on Scotland’s entrepreneurial strengths, boosting innovation and productivity, supporting trade and exports and attracting investment. By working with communities and social enterprises through its place-based activities, they maximise their contribution to economic growth and to tackling inequalities.
More widely, SOSE works to help support and deliver the actions set out in the Programme for Government Programme for Government to deliver on the Scottish Government’s four main priorities of growing the economy, eradicating child poverty, tackling climate emergency and ensuring high quality and sustainable public services.
