Public appointment: Chair and Members appointed to the board of Public Service Delivery Scotland

The Cabinet Secretary for Health and Care, Angela Constance, today announced the appointment of the Chair and Members of the Public Service Delivery Scotland Board.

 

Chair

Keith Redpath has been the chair of NHS National Services Scotland since August 2019. He previously served on the Board of the Care Inspectorate and the Scottish Social Services Council. Keith’s executive career extended over 40 years across local Government and the National Health Service. During that time, he was a strong advocate for the integration of health and care services. Latterly Keith was the IJB Chief Officer for the West Dunbartonshire area and between 2015 and 2017 chaired the National IJB Chief Officers Group.

Keith’s appointment is for 4 years and runs from 1 August 2023 to 31 July 2027. Keith was reappointed to the NHS National Services Scotland board on 1 August 2023.

Lisa Blackett is a leadership coach and facilitator, with over thirty years’ diverse and global experience across electronics, pharmaceutical and medical device industries, SMEs and the NHS. Her areas of expertise are individual and organisational wellbeing and resilience, communication, social and interpersonal dynamics, diversity, and leadership development. She is Chair of The Police Negotiating Board for Scotland and a Non-Executive Member of The Scottish Environment Protection Agency. Lisa has served on the board of NHS National Services Scotland for five years, including as Board Sustainability Champion. She brings cross-sector experience and a passion for enhancing wellbeing and sustainability in Scotland.

Lisa’s appointment is for 4 years and runs from 19 October 2024 to 18 October 2028. She was reappointed to the NHS National Services Scotland board on 19 October 2024.

Paul Buchanan has over 20 years’ experience working with public and voluntary sector organisations across the UK to design, deliver and evaluate programmes that strengthen communities and improve wellbeing. His work has focused particularly on healthy ageing, employability, young people and rural development. He is currently a

Non-Executive Board Member of NHS National Services Scotland, serving on the Audit & Risk and Staff Governance Committees. Paul previously served two terms on the board of Glasgow Colleges Regional Board and has also held governance roles in the housing and community sector. After a long career in consultancy, he is now focusing on board and governance roles in the public and third sectors. Outside work he enjoys hillwalking and completed all 282 Munros in 2019.
Paul’s appointment is for 4 years and runs from 1 February 2024 to 31 January 2028. He was appointed to the NHS National Services Scotland board on 1 February 2024.

Beth Lawton was most recently the Chief Digital and Information Officer (CDIO) at the University of Strathclyde. She provided digital leadership for the University and led its Information Services, Library and Continuous Improvement Directorates. Beth has delivered technology and digital transformation in a range of public sector organisations, including the NHS, Big Lottery Fund and the Royal Households. In 2007, Beth was appointed a Member of the Royal Victorian Order (MVO) in recognition of her transformational work within the Royal Households. She has been a trustee of a national mental health charity and is a mentor for women in technology.

Beth’s appointment is for 4 years and runs from 1 September 2022 to 31 August 2026. He was appointed to the NHS National Services Scotland board on 1 September 2022.
Gordon Greenhill worked in local government for 34 years, qualify as an Environmental Health Officer. He has also been doing chairing of hearings for the above committee of various councils, and was appointed to the Scottish qualifications authority. Gordon has experience as a Non‑executive Director of National Savings & Investments in 2020 and was Chair of the Finance, Procurement and Resources Committee and Vice Chair of the Board.

Gordon’s appointment is for 4 years and runs from 19 October 2024 to 18 October 2028. He was reappointed to the NHS National Services Scotland board on 19 October 2024.

Arturo Langa OBE has had a career that spans 30 years of public services in the NHS and includes working at a senior management executive level, both chairing, and being a member of a variety of leadership committees. He is currently a Consultant Psychiatrist for NHS Lanarkshire. Patient safety is an area he has been passionate about for many years. Additionally, he is an experienced non-executive board member who has chaired board committees and provided strategic input, business knowledge, and strong governance. Arturo has served on the Board of NHS National Services Scotland since October 2020 where he fulfils the role of Whistleblowing Champion and has transferred to the new Public Service Deliver (PSD) Scotland in the same capacity from 1 April 2026.

Arturo’s appointment is for 4 years and runs from 19 October 2024 to 18 October 2028. He was reappointed to the NHS National Services Scotland board on 19 October 2024.

Maria McGill was formerly CEO of Children's Hospices across Scotland, and has more than 30 years’ experience in leadership roles in palliative care. She brings significant insights, strategic planning and governance experience. Maria was previously a non‑executive director with NSS and is currently a member of the Care Inspectorate Board.

Maria’s appointment is for 4 years and runs from 1 February 2024 to 31 January 2028. She was appointed to the NHS National Services Scotland board on 1 February 2024.

 

Members who transferred from NHS Education for Scotland Board

Annie Gunner Logan was appointed to the board of NHS Education for Scotland in November 2021, and was appointed Vice Chair in 2023. Annie brought considerable insight and experience from her previous role as Chief Executive Officer of the Coalition of Care and Support Providers in Scotland (CCPS), a membership organisation bringing together Scotland’s third sector social care organisations. Annie is a member of the advisory board of the King's & Lord Treasurer's Remembrancer (KLTR), and has previously served on a range of public and voluntary sector boards, including the Scottish Government, the Crown Office & Procurator Fiscal Service (COPFS), the Office of the Scottish Charity Regulator (OSCR) and the UK drug and alcohol treatment charity, Phoenix Futures. Annie has a master's degree in Social and Public Policy from the University of Edinburgh. 

Annie’s appointment is for 8 months and runs from 31 October 2025 to 30 June 2026. She was reappointed to the bord of NHS Education for Scotland on 31 October 2025.

Jean Ford has been a member of NHS Ayrshire & Arran and NHS Education for Scotland Boards since 2019 during which time she has been a member of several governance committees and Integrated Joint Boards and has been Chair of Audit & Risk Committees of both organisations. Prior to joining the Board Jean had an extensive and successful career in banking, holding senior roles in Bank of Scotland, HBoS, Lloyds Banking Group and TSB.  She has a track record of delivering complex projects on time and within budget and in recent years has played key roles in major change and business transformation programmes. She has also managed branches, a corporate banking area and performed several executive office, board secretariat, risk management and audit roles. She brings an extensive and flexible set of technical, specialist and general management skills to apply in her non-executive role. Jean thrives on a challenge and seeks continuous business, people and self-improvement.

Jean’s appointment is for 8 years and runs from 1 May 2019 to 30 April 2027. She was reappointed to the bord of NHS Education for Scotland on 1 May 2023.

Olga Clayton has had an extensive career as a leader in Scotland's housing and care sectors, working for over thirty years  in both the statutory and third sectors .As Group Director for Housing and Care at the Wheatley Group, she was responsible for the provision of housing, care and support services to over 200,00 people in communities across Scotland. Olga also has significant experience working with Community Planning partners to develop and deliver innovative services across housing, health and care in her various roles as a senior officer in local government. More recently. Olga has been working as an interim leader leading service transformation through the introduction of digitally inclusive service models. Olga has been a Trustee of the national Autistic Society since 2021.

Olga’s appointment is for 4 years and runs from 1 May 2023 to 30 April 2027. She was appointed to the bord of NHS Education for Scotland on 1 May 2023.

George Valiotis brings over 25 years of leadership experience at the intersection of health, education, and human rights, with extensive experience in Scotland and internationally. He serves as Executive Director of Health Technology Assessment International (HTAi), a global scientific and professional society in official relations with the World Health Organization, focused on strengthening the use of evidence in healthcare decision making worldwide. He was previously the Executive Director of the European Health Management Association in Brussels, CEO of HIV Scotland, and as the principal strategic advisor to the Children and Young People's Commissioner Scotland. He has led complex programmes across health systems, digitalisation, workforce development, and public policy at national and international levels. He is also an experienced Non-Executive Director having been on the Board of NHS Education for Scotland and earlier in his career served on the Boards of Diabetes Australia and Diabetes South Australia.
George’s appointment is for 2 years and 2 months and runs from 6 January 2025 to 31 March 2027. He was appointed to the bord of NHS Education for Scotland on 6 January 2025.

All these appointments are regulated by the Ethical Standards Commissioner.

 

Remuneration

Keith Redpath’s Chair appointment is part-time and attracts a remuneration of £362 per day for a time commitment of 3 days per week.

The Members’ appointments are also part-time and attract remuneration of £312 per day for a time commitment of 1 day per week.

 

Other ministerial appointments

Lisa Blackett is a Member of the Scottish Environment Protection Agency, for which she receives remuneration of £293.29 per day, for a time commitment of 2-3 days per month. She is also Chair of the Police Negotiating Board for Scotland, for which she receives remuneration of £366 per day for a time commitment of 1-2 days per month.

Maria McGill is a Member of the Care Inspectorate, for which she receives remuneration of £183.33 per day, for a time commitment of 2 days per month.

Jean Ford is a Member of the NHS Ayrshire & Arran Board, for which she receives remuneration of £16,224 per year, for a time commitment of 1 day per week.

Keith Redpath, Paul Buchanan, Beth Lawton, Gordon Greenhill, Arturo Langa, Annie Gunner Logan, Olga Clayton, George Valiotis do not hold any other public appointments.

 

Political activity

All appointments are made on merit and political activity plays no part in the selection process.  However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public.   

Keith Redpath, Lisa Blackett, Paul Buchanan, Beth Lawton, Gordon Greenhill, Arturo Langa, Maria McGill, Annie Gunner Logan, Jean Ford, Olga Clayton, George Valiotis have had no political activity within the last five years.

 

Background

Public Services Delivery Scotland (PSDS) was established on 1 April 2026 to drive transformation across Scotland's health and care system and the wider public sector. Bringing together the functions of NHS Education for Scotland (NES) and NHS National Services Scotland (NSS), PSDS combines expertise in workforce planning and development, digital transformation, service infrastructure and national service delivery. Established as part of the Scottish Government's Health and Social Care Service Renewal agenda, PSDS aims to accelerate "Once for Scotland" approaches, reduce duplication and support safer, more consistent, efficient and sustainable services for people and communities across Scotland.
