Procurement Reform (Scotland) Act 2014 thresholds: consultation analysis

This report provides an analysis of responses to the public consultation on amending the goods, services, works and community benefit thresholds within the Procurement Reform (Scotland) Act 2014.


1. Introduction

This report presents the findings from the analysis of responses to the Scottish

Government’s consultation on amending the thresholds within the Procurement Reform (Scotland) Act 2014 (the Act). The consultation sought views on increasing the Act’s goods, services and works thresholds, which are used to determine whether a contract’s estimated value is such that the contract must be regulated by the Act. The consultation also sought views on decreasing the community benefits threshold, at which level specific actions around community benefits are required. The purpose of gathering these views was to inform consideration of whether to amend the Act’s thresholds.

Respondents were provided with a consultation document which contained data and background information on the Act’s thresholds. The consultation opened on 16 October 2025 and closed on 8 January 2026.
