Planning circular 2/2025: fees for applications

1. Introduction

1.1.1 This Circular provides guidance on the Town and Country Planning (Fees for Applications) (Scotland) Regulations 2022 as amended (“the Regulations”).

1.1.2 The Regulations are amended by Town and Country Planning (Fees for Applications) (Scotland) Amendment Regulations 2025, coming into force on 9 June 2025, and prescribe the fees for planning applications made on or after that date. The Town and Country Planning (Fees for Applications and Deemed Applications) (Scotland) Regulations 2004 continue to apply to applications made before 1 April 2022, and the Town and Country Planning (Fees for Applications) Amendment Regulations 2024 apply to applications made after 12 December 2024, but before 9 June 2025.
