Payments made under government’s temporary and interim staff services frameworks covering 2019 to 2023: FOI release

Information requested

That the Scottish Government disclose all information it holds detailing payments made by the government and public bodies to Lorien Resourcing Ltd, Blue Arrow Ltd, and Medacs Healthcare. The information disclosed should include, but not be limited to, payments made under the government’s temporary and interim staff services frameworks covering 2019 to 2023.

The information disclosed should break down the total payments made by each of the public bodies to each of the companies in question between 13 April 2019 - the date the contract frameworks came into force - and today’s date (21 July 2022). For clarity, the disclosure should identify the separate totals for payments made to Lorien, Blue Arrow, and Medacs, not combine the total amounts given to the two firms.

I am aware that some elements of the information I have requested have previously been disclosed under historic FOI requests (see FOI/202100257817). However, the information I am looking for spans a broader timeframe.

I would kindly request that the information should be disclosed in Microsoft Excel or CSV format, with the public bodies listed in rows, and the payments to Lorien, Blue Arrow, and Medacs detailed in columns.

Response

This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have some of the information you have requested.

While our aim is to provide information whenever possible, in this instance the Scottish Government does not have some of the information you have requested. The reasons why we don’t have the information are explained below.

We collect quarterly (in arrears), management information from our suppliers in relation to spend by public sector bodies via the Scottish Government Temporary & Interim Staff Services Frameworks. The most recent information held is for the period up to and including 31 March 2022.The spend information to that date has therefore been provided in respect of spend via these Frameworks with Lorien Resourcing Ltd. and Blue Arrow Ltd. Medacs Healthcare is not a supplier on the Temporary & Interim Staff Services Frameworks. Additionally, the Scottish Government has no record of Medacs Healthcare being a supplier of services to the Scottish Government and consequently no record of any spend with this company. Other public sector bodies may have made payments to Medacs Healthcare but the Scottish Government does not hold information on any such payments.
