Information requested

All internal and external correspondence within and sent or received by the Scottish Government including attached documents, meeting handouts, memos, briefings to ministers, attendee lists, location of meeting, notes, minutes, or OneNote memos, linked to the following meetings:
1a) Patrick Harvie's meeting with John Blackwood on September 6, 2022
1b) Patrick Harvie's meetings with Living Rent on September 6, and October 5
1c) Patrick Harvie's meeting with Scottish Association of Landlords on October 5
1d) Patrick Harvie's meeting with COSLA on October 5.

Response

I enclose a copy of most of the information you requested.

While our aim is to provide information whenever possible, in this instance the Scottish Government does not have some of the information you have requested. The reasons why we don't have the information are explained below.

An exemption under section 17 has been applied as some of the information is not held. Briefings were not prepared for meetings Mr Harvie, MSP took part in as he was fully briefed from Parliamentary business.

An exemption under section 38(1)(b) of FOISA (personal information) applies to some of the information requested because it is personal data of a third party (i.e. names/contact details of individuals), and disclosing it would contravene the data protection principles in Schedule 1 to the Data Protection Act 1998. This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
