Contract aims

The national contract is designed to address the folowing key objectives:

  • best value for money in the purchase of natural gas for public sector organisations using a collaborative framework
  • appropriately governed risk management strategy
  • minimise price risk associated with a volatile commodity market
  • continually improve customer service

The national contract is designed to comply with the HM Treasury initiative 'transforming government procurement' which sets out a series of recommendations for energy procurement in the public sector.

These recommendations advocate that public sector organisations should adopt best practice in utility procurement and buy energy under aggregated contracts which offer the ability to:

  • deliver wholesale energy, sourced independently from the supply agreement
  • use a transparent and flexible pricing mechanism, which allows visibility of raw energy prices, regulated charges and supplier costs
  • buy volumes of energy over a series of purchasing windows in the wholesale market
  • operate a robust and documented risk management strategy
