National Specification for psychological therapies and interventions - national implementation guide 3: psychology operational plan

Once for Scotland guidance to support NHS Boards in the development of comprehensive Psychology Service Operational Plans that can act as a route to the enhancement of service delivery and management of services.


5. Detailed Service Reviews

This section can be repeated as required for each relevant Psychology Service. The level of detail can be adjusted as appropriate to the challenges / scale of change required for each service. It would be expected that the circa. 3 – 5 services with the most significant waiting times / list size and / or capacity pressures would be covered in detail.

For those services that currently have waiting list challenges (e.g. large numbers / long waits – red coded in section 2 waiting list analysis) the areas that should be covered are:

  • Overview of the recent challenges and current status (demand, waiting list, treatment capacity, change in resourcing) of the service.
  • Staffing levels and related challenges (team scale, retention and recruitment, vacancies, skill-mix etc.).
  • Performance Management assumptions (average appointments per patient and job plan assumptions for the specific Service).
  • Capacity Modelling analysis results for the specific Service. There will be local approaches to capacity modelling, but if required further guidance and tools are referenced at Appendix 4.
  • DCAQ analysis and resulting Waiting List Trajectory reflecting recent history and current resource levels. DCAQ tools to support these analyses are available from Public Health Scotland Patient access support tool (PASTool) - Child and adolescent mental health service and psychological therapies - Mental health services, support and recovery - Public mental health - Population health - Public Health Scotland . Further guidance on components and formats for DCAQ are referenced at Appendix 5.
  • Current improvement initiatives, including investment requirements (staffing, productivity improvement and finance required to restore performance (waiting times) within reasonable timescales.
  • Revised Waiting List Trajectory reflecting improvement and investment proposals.
  • Risks related to the specific Service and the delivery of the proposed improvement.
