Guidance for public sector organisations on how to access and use the framework agreement.


Framework goods and services

Product range

Delivery

The Framework offers a full delivery service; Buyers can choose from the following options:

  • bulk delivery to one central point, i.e. stores
  • single delivery location with multiple drops – one order split across multiple locations within the same site, i.e. a school or hospital
  • multiple delivery locations – one order with multiple site locations spread across a geographical area, i.e. a local authority
  • call off – one bulk order to be held, in bonded storage, and called-off as and when required and delivered inside a building’s specified area

Warehousing (bonded storage), packaging removal and bespoke delivery

Through their partners XMA in Livingston, HP offers the option to request package removal for bulk orders (>100 units) and up to 6 months Bonded Storage. Both options are free of charge and include the following:

  • provide a fully insured and secure environment for the buying organisation devices for up to 6 months
  • audit equipment when delivered and enter into asset management system
  • maintain systems and processes to manage hardware while in the storage facility
  • provide equipment audit data from the asset management system
  • contact the buying organisation to arrange the delivery date and time
  • deliver devices in line with what has been agreed with the buyer
  • un-boxed, package free, deliveries (where logistically safe to do so)
  • packaged delivery, un-box kit on-site, and remove packaging at time of delivery

Bulk package removal or bespoke delivery services can be added to orders using part number 9SZ19EN. Buyers must specify and select this option at the time of purchase as the service cannot be selected retrospectively. There is no cost for this service. For the purposes of package removal service, a bulk order is defined as an order of 100 units (devices/monitors) or more.

Description

Service description

Bonded Storage

  • provides a fully insured and secure environment for customer devices for up to 6 months
  • audit of equipment when delivered and entered into asset management system
  • maintain systems and processes to manage the equipment whilst in storage. Contact the customer to arrange delivery schedule. Deliver equipment in line with customer agreement. Core devices will not incur any uplifted price for this service. Non-core devices incur a charge

Imaging

  • load a customer supplied image up to 25GB onto customer device prior to delivery
  • provide an imaged device of each type to the customer for acceptance prior to applying image to remaining devices. Modern provisioning range of services also available.

BIOS Configuration

  • update the BIOS settings with customer supplied instructions for changes to default settings such as boot order.
  • provide a device to the customer for user acceptance. Upon customer approval apply the configuration to all devices.

Asset Tagging

  • apply a customer supplied or HP supplied asset tag in a position agreed with the customer
  • HP supplied asset tag will be approx. 50 x 30mm and 100% aluminium, up to 5 lines of data agreed with the customer which can include a bar code.
  • a proof will be sent to the customer for acceptance prior to applying a tag to every device.
  • provide an asset management report in a format acceptable to the customer and will include asset tag number, serial number and option for MAC address

Installation to Desk

  • deployments will be carried out by the provision of a service engineer
  • engineers will move the devices from the delivery / storage area to the installation area as directed by the customer site host
  • devices will be unpacked, installed and powered up. Install the devices including power up test in accordance with the installation scripts. Includes 30-minute installation time excluding data migration. Removal and disposal of packaging.

De-Installation and Hardware Recycle

  • de-install devices at desk and remove device from site
  • recycle devices and provide appropriate SEPA documentation provided to customer

Install, De-Installation and Hardware Recycle

  • deployments will be carried out by the provision of a service engineer.
  • engineers will move the new devices from the delivery / storage area to the installation area as directed by the customer site host
  • de-installation of legacy units from desk or pick up legacy devices from a central store and remove from site for recycling
  • replacement devices will be unpacked, installed and powered up
  • install devices including power up test in accordance with the installation scripts
  • includes 30-minute installation time excluding data migration.  Removal and disposal of packaging. 
  • de-installation and installation service must occur at the same visit

Autopilot Registration

  • HP understands there will be a requirement for some FPBs to deploy devices using Windows Auto-Pilot. At a minimum, this will include:
  • HP provides required unique manufacturer device identifier information necessary to register a customer’s asset into their designated Azure tenant, known as the hardware hash. This is provided in a.csv file format.
  • HP registers devices on the FPBs behalf using either the Cloud Service Provider (CSP) via Partner Centre method or automatically using the OEM integration method.

Autopilot Pre-provisioning

  • auto-pilot pre-provisioning as part of Configuration Services prior to white-glove delivery of a user-ready device out of the box

Package Removal Service

  • HP offers FPBs a bulk order packaging removal service free of charge.
  • for the purposes of package removal service, a bulk order is defined as an order of 100 units (devices/monitors) or more.

Secure Sanitisation of Storage Media

  • wipe data held on device using Blancco (certified by National Cyber Security Centre to standard NCSC-TG-025). 
  • generate a detailed data erasure certificate report for each storage drive and provide it to the customer. 
  • verify the data has been removed via a summary Blancco report.

Delivery to non-business locations

  • delivery to customer specified location, for example Home Delivery.
  • deployment and delivery schedule agreed with the customer.  Contact customer to arrange delivery date and address details, including any onsite contacts and individuals authorised to accept the delivery.
  • deliver devices as agreed with the customer using most appropriate transport method dependant on volumes and location incorporating any restrictions for access. Confirmation call with customer to scheduled deliveries

Loan pool services

HP will offer loan notebook devices and accessories, free of charge for organisations to test and certify devices within their unique technical environment.

This service allows organisations to test, certify, adopt, and procure HP technology swiftly. This service can be HP account managers or the central Helpdesk. HP Technical and Specialist Workstation Consultants will provide roadmap information, support during testing and hands-on assistance for product optimisation.

Recycling services

HP with XMA can provide services related to legacy devices including:

  • remove devices from Buyer’s sites
  • return to warehouse/processing centre
  • recycle products in accordance with WEEE Directive
  • provide appropriate SEPA documentation
  • provide recycled devices Asset Register including device type and serial number

Refurbished devices

As part of the complementary product range and to support the circular economy, HP  offer refurbished devices where possible. If you are considering a complementary option, HP offers a comprehensive evaluation device process where organisations can utilise devices completely free of charge for technical review arranged by the HP Account team. An HP Pre-Sales Consultant will remain on hand throughout the evaluation period and work with FPBs to ensure devices successfully pass the technical evaluation and provide additional assistance.

Proof of concept (PoC) / Value (PoV)

Where applicable, HP can offer a PoC or PoV free of charge. This will allow organisation to the solution within their environment and work with HP experts to customise the offering. This engagement allows analysis and assessment of a solution for best fit, practice and value. Further details can be obtained from HP.

HP can provide a range of resources to assist delivery of Buying Organisation projects, on a day rate basis, subject to agreed scope. These include:

  • desktop applications and OS consultant(s)
  • deployment engineer(s)
  • floor walker(s)
  • scheduler(s)
  • project co-ordinator(s)
  • project manager(s)
  • training services(s)

XMA consultancy and advisory services

HP with XMA offer Microsoft funded, Windows readiness assessments and Proof of Concepts for organisations as they transition to Modern Management, fuelled by the need for Windows-11 transition.

HP warranty and support

Through the Scottish Procurement Framework, HP offers a standard 3-year warranty for core devices which includes next business day on-site parts and labour cover. 

HP also provide an enhanced, post-sales technical support facility for in-warranty devices called "Priority Access Service". This service includes a dedicated phone number and PIN for logging warranty calls, identifying organisations as Priority Access Customers. Each call receives a 10-digit case reference number and is managed until resolved, with clear escalation routes.
