Guidance for public sector organisations on how to access and use the framework agreement.
Framework goods and services
Product range

Delivery
The Framework offers a full delivery service; Buyers can choose from the following options:
- bulk delivery to one central point, i.e. stores
- single delivery location with multiple drops – one order split across multiple locations within the same site, i.e. a school or hospital
- multiple delivery locations – one order with multiple site locations spread across a geographical area, i.e. a local authority
- call off – one bulk order to be held, in bonded storage, and called-off as and when required and delivered inside a building’s specified area
Warehousing (bonded storage), packaging removal and bespoke delivery
Through their partners XMA in Livingston, HP offers the option to request package removal for bulk orders (>100 units) and up to 6 months Bonded Storage. Both options are free of charge and include the following:
- provide a fully insured and secure environment for the buying organisation devices for up to 6 months
- audit equipment when delivered and enter into asset management system
- maintain systems and processes to manage hardware while in the storage facility
- provide equipment audit data from the asset management system
- contact the buying organisation to arrange the delivery date and time
- deliver devices in line with what has been agreed with the buyer
- un-boxed, package free, deliveries (where logistically safe to do so)
- packaged delivery, un-box kit on-site, and remove packaging at time of delivery
Bulk package removal or bespoke delivery services can be added to orders using part number 9SZ19EN. Buyers must specify and select this option at the time of purchase as the service cannot be selected retrospectively. There is no cost for this service. For the purposes of package removal service, a bulk order is defined as an order of 100 units (devices/monitors) or more.

Loan pool services
HP will offer loan notebook devices and accessories, free of charge for organisations to test and certify devices within their unique technical environment.
This service allows organisations to test, certify, adopt, and procure HP technology swiftly. This service can be HP account managers or the central Helpdesk. HP Technical and Specialist Workstation Consultants will provide roadmap information, support during testing and hands-on assistance for product optimisation.
Recycling services
HP with XMA can provide services related to legacy devices including:
- remove devices from Buyer’s sites
- return to warehouse/processing centre
- recycle products in accordance with WEEE Directive
- provide appropriate SEPA documentation
- provide recycled devices Asset Register including device type and serial number
Refurbished devices
As part of the complementary product range and to support the circular economy, HP offer refurbished devices where possible. If you are considering a complementary option, HP offers a comprehensive evaluation device process where organisations can utilise devices completely free of charge for technical review arranged by the HP Account team. An HP Pre-Sales Consultant will remain on hand throughout the evaluation period and work with FPBs to ensure devices successfully pass the technical evaluation and provide additional assistance.
Proof of concept (PoC) / Value (PoV)
Where applicable, HP can offer a PoC or PoV free of charge. This will allow organisation to the solution within their environment and work with HP experts to customise the offering. This engagement allows analysis and assessment of a solution for best fit, practice and value. Further details can be obtained from HP.
Project services
HP can provide a range of resources to assist delivery of Buying Organisation projects, on a day rate basis, subject to agreed scope. These include:
- desktop applications and OS consultant(s)
- deployment engineer(s)
- floor walker(s)
- scheduler(s)
- project co-ordinator(s)
- project manager(s)
- training services(s)
XMA consultancy and advisory services
HP with XMA offer Microsoft funded, Windows readiness assessments and Proof of Concepts for organisations as they transition to Modern Management, fuelled by the need for Windows-11 transition.
HP warranty and support
Through the Scottish Procurement Framework, HP offers a standard 3-year warranty for core devices which includes next business day on-site parts and labour cover.
HP also provide an enhanced, post-sales technical support facility for in-warranty devices called "Priority Access Service". This service includes a dedicated phone number and PIN for logging warranty calls, identifying organisations as Priority Access Customers. Each call receives a 10-digit case reference number and is managed until resolved, with clear escalation routes.
