Miners’ Strike (Pardons) (Scotland) Bill

A Bill to give effect to a collective pardon to miners for certain offences committed during the 1984/85 miners’ strike, subject to qualifying criteria was announced in the Government’s election manifesto and has been announced as a year one Bill in the Programme for Government.

2. What aspects of the policy/measure will affect children and young people up to the age of 18?

None. The Bill affects former miners who are now aged 50+ years, with an indirect impact on police officers also of that age.

3. What likely impact – direct or indirect – will the policy/measure have on children and young people?

None. The Bill affects former miners who are now aged 50+ years, with an indirect impact on police officers also of that age.

4. Which groups of children and young people will be affected?

None. The Bill affects former miners who are now aged 50+ years, with an indirect impact on former police officers also of that age.

5. Will this require a CRWIA?

No. The Bill will provide a legislative basis on which to pardon miners for certain offences committed during the 1984/85 miners’ strike, subject to qualifying criteria. The Bill will not create any new rights, entitlements or obligations - it is a symbolic pardon to restore dignity to the former miners, who are all aged 50+ years.
