Mental Health and Wellbeing Leadership Board: update - September 2025
An update outlining the plans for refreshing the mental health and wellbeing strategy delivery plan and Workforce action plan
4. What we want from you
We will consider, prioritise within and as appropriate build on policy ideas within annex A during the next phase of development of the Plan. Board members are asked to consider annex A and -
A) Highlight any policy proposals you feel would be particularly impactful and merit prioritisation, explaining why.
B) Highlight any policy proposals you feel would be less impactful and why.
C) Highlight where you have identified gaps in staff skill/capacity to deliver on the proposals.
The Board is asked to share the annex with their organisations/networks, providing further feedback on the questions above and if possible, identifying 1-3 ideas they would prioritise from each strategy priority area. This feedback is welcome by Wednesday 3 September.
In responding, Board members should also consider whether the options align with the underlying principles (as outlined above). In particular, consider whether the action could contribute, in a tangible and measurable way, to the delivery of the Mental Health and Wellbeing Strategy, and could be developed to include specific inputs, outputs, clear timescales, and a measurable target for what will change as a result.
Following this round of Board engagement, feedback will be shared with the relevant Scottish Government and COSLA policy teams who will then begin developing the options into draft actions. The aim is to present a near final draft of the Delivery Plan at the December Leadership Board meeting.
Consultation with stakeholders between August and December will be proportionate, including using the networks available through the Executive Group and Leadership Board. Final decisions on prioritisation of actions will be aided by consideration of impact, deliverability, sustainability, affordability, and equalities and human rights.
