Action: Form an anti-stigma collective to support innovation, share leadership and commitment to take forward the key actions identified by the expert group.

Reason for RAG – Off Track: Progress on this action has been significantly delayed as we have taken time re-consider the role/scope/membership of the Delivery Collective and focus of its work and See Me's role within this. We have continued to reflect on the pros and cons of setting up a new network/collective and to explore the opportunities to better align this with existing work/networks. Internal and external discussion on this have continued. We hope to make a decision regarding the establishment of the delivery collective by April 2026.
Mitigating Actions:
- Further discussions with See Me and managing partners will be undertaken on the latest thinking and progress of this action.
- Further discussions being held with internal and external stakeholders to determine the scope, remit and added value of the delivery collective on mental health services (contextualising within current national/ local policy & delivery context) to ensure best value on delivery strategic actions and for group members.
- Further work being undertaken to link in with actions on mental health services within the MHWB Delivery Plan and what value a Delivery Collective could add to this.

Reason for RAG – Off Track: Finding from these surveys have been considered during development of online resources with SYP, Parent Club etc. However, due to restructuring/internal resources challenges, work has not progressed on further policy development. The Children and Young People (CYP) Mental Health Team will begin an evidence review to identify policy gaps early 26.
Mitigating Actions:
- CYP Mental Health Team are working closely with learning colleagues to identify potential gaps/risks to bring to the firth delivery group meeting for discussion/prioritisation.

Action: Increase awareness of available pathways into support and care by developing national awareness raising activity by the end of 2023, followed by the development of tailored messaging for specific population and equalities groups in 2024.

Action: Public Health Scotland will lead a collaborative programme of work throughout the life of
this Delivery Plan to develop a whole systems approach to understanding and taking action in
relation to the key social determinants of mental health. This will involve: • Bringing together communities, practitioners and policy makers across the system to build a
collective understanding of the social determinants of mental health. • Having a focus on understanding and promoting primary prevention approaches. • Identifying and testing specific actions for improving population mental health and reducing mental health inequalities.

Reason for RAG – Off Track: The project is progressing but remains behind schedule and has not yet moved to identifying and delivering specific actions or promoting primary prevention approaches.
Mitigating Actions: Public Health Scotland is developing a joint internal workplan across relevant service areas to strengthen alignment and delivery, though this has required additional planning time.

Action: Continue work with Health Boards to agree an initial timeline to deliver the CAMHS and Psychological Therapies National Data Set (CAPTND), with the aim of using the improved data to support improvements to CAMHS and PT services and to better understand the needs of those accessing them.

Reason for RAG – Off Track: Updates to NHS Board IT infrastructure have been delayed, resulting in delays to full capture of CAPTND data. There have also been delays in analysis and quality assurance of data.
Mitigating Actions: This has been escalated and new governance and programme management is being agreed to ensure delivery in 2025/26.

Action: Work with services to improve care for people with co-occurring mental health and substance use difficulties, working towards the full implementation of Medication Assisted Treatment (MAT) 9 by March 2025 and delivery of commitments made in response to the Rapid Review into Substance Use and Mental Health Concerns.

Action: Address the key gaps in collected and reported data on forensic mental health services by putting in place an improved system of data collection and monitoring the outcomes for individuals receiving such services (Recommendations 5, 7, 8 and 20 of the Independent Review).

Reason for RAG – Off Track: The recommendation was originally intended for a new board, which was not established. There is no budget or resource to progress.
Mitigating Actions: Focus on addressing delayed discharges in secure services to improve capacity and uphold human rights.

Action: Consider the implementation of the recommendations in the 2023 scoping report, including the development of local stepped care pathways, and the development of an adult National Neurodevelopmental Service Specification, to help improve access to supports and diagnosis for neurodivergent adults.

Action: Roll out annual health checks for adults with learning disabilities across all NHS Boards, with all adults with learning disabilities offered a health check by end of March 2024

Reason for RAG – Missed delivery date WITH risk: The ambition to offer annual health checks to all eligible individuals was not delivered by March 2024 due to challenges with mobilising a new service within Health Boards. However there has been a significant increase in the number of Annual Health Checks offered and completed (2024-25 delivery data to be published in August 2025), which is producing positive outcomes for people with learning disabilities.
Mitigating Actions: Work through the National Implementation group (NIG) and Data Programme Board to support Boards to maintain delivery and address barriers to increasing delivery . Increase in visibility of AHC in MH performance mechanisms and inclusion in ADP. Correspondence from Minister to all Board Chief Executives highlighting need for focus on improving delivery.

Action: Work in partnership with the In-care Survivors Alliance to redesign the survivor support service by April 2024. This will allow for a more responsive, sustainable service, which reduces waiting times and ensures equitable access to all aspects of support for all survivors in Scotland.

Reason for RAG – Off Track: Due to staff capacity, availability and delays with agreeing approaches and priorities within this policy area, this work has progressed more slowly than expected. An audit of the operation, funding and governance of the service was completed in Spring 2025 and shared with the Deputy First Minister (DFM), with actions taken to improve services from this. Since then staff absence has prevented survivor engagement and final review recommendations from progressing. It is not clear at this point when/if this work will complete.
