Consideration of the impacts on island communities made by the proposed improvements we plan to implement through the draft Social Security (Cross-border Provision, Case Transfer and Miscellaneous Amendments) (Scotland) Regulations 2025.


4. Step Four – Assessment

We anticipate that the introduction of the Social Security (Cross-border Provision, Case Transfer and Miscellaneous Amendments) (Scotland) Regulations 2025 will have a positive impact, regardless of geographical location.

The information presented in this ICIA, other impact assessments, previous stakeholder engagement and gathered through user research did not highlight any negative impact between island communities, or between island communities and non-island communities. The Scottish Government has concluded that no further changes to the Social Security (Cross-border Provision, Case Transfer and Miscellaneous Amendments) (Scotland) Regulations 2025 are necessary. The Scottish Government will update this impact assessment if new information becomes available, and if necessary, mitigations or measures will be put in place.
