Regarding your request for details of the investigation and hearing against Mr Fulton MacGregor, we contacted you by correspondence to clarify that it was your intention to send this to Social Security Scotland and not the Scottish Social Services Council. You confirmed that you have now referred this matter to social services.

As such, your request 202300345991 was classed as Withdrawn. This is a formal notice under section 17(1) of FOISA that Social Security Scotland does not have the information you have requested. Winter Heating Payment replaced Cold Weather Payment in Scotland. This payment is to help people on low income benefits who might have extra heating needs.

Winter Heating Payments began in February 2023 and are continuing throughout March 2023. Those eligible should receive a letter from Social Security Scotland confirming their entitlement. Should anyone believe that they are eligible for Winter Heating Payment, but have not received a payment, they can tell Social Security Scotland by calling on 0800 182 2222, via webchat at Online web chat - Social Security Scotland, or by completing a paper form.
