International offices: strategic objectives

Strategic objectives for our international offices for 2022 to 2023.


Our Berlin office was established in April 2018 and is based in the British Embassy.

Together with Scottish Development International in Dusseldorf, Team Scotland in Germany is a partnership between the Scottish that works towards strengthening Scotland’s political, economic and cultural relationships with Germany.

The Scotland in Germany Network promotes engagement across devolved matters and supports collaboration between Scottish and German business, innovation and research, educational and cultural organisations.

Priorities for 2022 to 2023

We will: 

  • promote Scotland’s devolved interests in Germany and open doors in priority areas by strengthening networks, strengthening the bilateral relationship and by fostering cooperation.
  • in the context of the National Strategy for Economic Transformation, protect and promote economic engagement, showcasing Scotland's strengths at a strategic level and across key sectors with German ministries, stakeholders and partners, including across renewable energy, life sciences and health tech, AI and digital technologies, consumer lifestyle, space, food & drink.
  • in the context of A Trading Nation and the Scottish Government's Vision for Trade, support Scottish businesses to develop international trade and to maintain and develop new markets across the financial and industrial technology, food and drink, renewable energy, Life science, and consumer goods sectors.
  • through lead generation and business development, attract inward investment that reflects Scotland's values as a nation and will deliver better jobs and green growth in communities across Scotland, across the technology and creative industries, food and drink, low carbon and renewables and financial and business service sectors
  • identify opportunities and intensify collaboration at state and federal level across offshore wind and hydrogen, seeking to:
    1.  ensure that Scotland is formally recognised as a potential hydrogen import partner for Germany and that the necessary partnerships and projects are established
    2.  help strengthen the sector by developing joint learning and technology exchange, trade, investment and research opportunities
  • promote Scotland's climate ambition and net zero priorities, expertise and track record. Develop and manage opportunities for collaboration and partnership, including through the U2 Coalition, and across hydrogen and biodiversity; by working on the legacy of COP26 in Glasgow; and by promoting the links to green economic development and decarbonisation via offshore wind, hydrogen, e-mobility and green finance.
  • support Scottish HEIs and other stakeholders in maintaining and strengthening their ties post-Brexit with German HEIs, research institutes and innovation partners
  • showcase Scotland's distinct cultural heritage through events, and a focus on indigenous languages, literature, music, food and drink
