International Development Fund: grant awards and management stages

Being accountable, transparent and safe - details of the stages involved in applying for a grant from the International Development Fund.

Assessment

The assessment of grant applications is currently (since the new 2023 funding rounds) carried out by Scottish Government officials - normally a mix of international development officials and other officials with relevant expertise in assessing international development funding applications from other areas of Scottish Government (including analysts). Applications are assessed against the published criteria.

Similarly, contract bids will be assessed by a mix of Scottish Government international development officials, procurement and analytical officials.

Any applications not submitted on time or which did not include all evidence required will be deemed ineligible at this stage.

The essential eligibility criteria are first applied by the team of Scottish Government assessors and only applications deemed eligible are then assessed for their content, again based on the published criteria.

Ultimately, Scottish ministers will take decisions about projects recommended to them by officials, as to which projects should be funded.
