In 2025, the Scottish Government commissioned WPI Economics Limited (WPI) to undertake some preparatory and exploratory work to inform the Scottish Government’s approach to evaluating the Education Reform and Curriculum, Qualifications and Assessment Reform (CQAR). This report did not meet the rationale for publication as a Social Research report and is therefore published as an independent report for completeness and openness and transparency, for information.

This report does not constitute Scottish Government policy or policy direction. It does not represent the view of Scottish Government Ministers. This report presents findings and recommendations from an evaluability assessment prepared by independent contractors WPI to support the Scottish Government Education Directorate’s development of the strategy to evaluate Education Reform and Curriculum, Qualifications and Assessment Reform (CQAR). There is no obligation for the Scottish Government Ministers to take these recommendations forward. The work undertaken by WPI has informed the development of the approach to evaluation subsequently taken forward by Scottish Government in collaboration across Education Directorate policy, programme management and analytical functions.
