Annex B: Monitoring progress towards the Health and Social Care Vision

Future reports will monitor progress towards the Health and Social Care Vision using a small set of high-level portfolio level indicators as shown in tables below. To enable change to be assessed transparently, this section provides details of the portfolio level indicator set, which has been developed with these principles:

  • Analysis should indicate progress against the core values of the HSC Vision over its 10-year lifespan, and improvement in inequalities between area deprivation categories where published data allows; and
  • Indicators are based on robust data sources and stand up to scrutiny.

To ensure progress can be assessed consistently over time, each indicator has been assigned a baseline based on the data point closest to the publication of the PHF and SRF in June 2025. Where data covering the baseline time point is yet to be published, the expected publication date is noted below.
