Health and social care reform - year 1 progress report: population health and service renewal frameworks
High-level progress update on the first year of delivery of the Population Health Framework (PHF) and Service Renewal Framework (SRF).
4. Working together to deliver reform
Delivering reform at this scale requires strong partnership and shared accountability.
Programme Boards and delivery and coordination groups are in place for each of the frameworks and to oversee Health and Social Care Reform as a whole, feeding into the Reform Oversight Board that acts as the top-level governance for the reform portfolio. These forums include members from Scottish Government, COSLA, Local Government, Health Boards, Integration Joint Boards, third sector and wider sector partners, drawing in wide ranging interests, expertise and perspectives to direct and prioritise activity. Using change and programme management best practice, they plan, monitor and drive delivery, take a proactive approach to risk management, and use monitoring and evidence to understand, learn and adjust as required.
Key achievements include:
- Joint governance arrangements between the Scottish Government and COSLA have been established;
- PHF and SRF programme structures have been put in place, with monitoring and evaluation support to track progress, learning and impact over time; and
- Collaboration has been strengthened across national and local government, NHS Boards, Integration Joint Boards and the third and community sectors.
These arrangements will continue to evolve to support delivery, learning and improvement.
