This request concerns a Scottish Cosmetic Interventions Expert Group meeting held on 9 November 2023.

Correspondence released under FOI reference 202600510938 contains the subject line: “Non-surgical cosmetic procedures meeting 9.11.23, Notes, Declarations of Interest Forms and Date for next meeting.”

Please provide:

1. Copies of all formal or informal notes, minutes, draft minutes and final minutes relating to the meeting held on 9 November 2023.

2. The meeting agenda and attendance list.

3. Copies of all papers, presentations, briefing documents, procedure lists, evidence summaries or other materials circulated before, during or following the meeting.

4. Copies of the covering email referred to above and any replies, comments, corrections or proposed amendments to the meeting notes.

5. Copies of any action log, decision log or record of agreed follow-up work arising from the meeting.

6. Recorded information showing the date on which the meeting notes were finalised or approved and who approved them.

7. Copies of any recorded comments from members concerning the accuracy or completeness of the notes. Declarations of interest forms are outside the scope of this request.

This request is limited to the meeting notes, papers, attendance records and associated correspondence.

Under this search a further document has been identified which has been included under Annex A - Doc 1. Section 38(1)(b) of FOISA applies to some of the information requested because it constitutes personal data of third parties. Disclosure would contravene the data protection principles set out in the UK General Data Protection Regulation and the Data Protection Act 2018. This exemption is absolute and is therefore not subject to the public interest test

Under this search a further document has been identified and has been included under Annex A - Doc 2. Section 38(1)(b) of FOISA applies to some of the information requested because it constitutes personal data of third parties. A further exemption under Section 28(1) - Relations within the United Kingdom has been applied to some of the information contained in Annex A – Doc 2 as it regards formulation of policy in other administrations discussed at the preliminary stages of consideration when private space to discuss is essential. This is subject to the public interest test and I have considered it necessary to apply this exemption.
