Transport Scotland - Traffic signal management and Urban Traffic Control system information: EIR release

Information request and response under the Environmental Information (Scotland) Regulations 2004.


Information requested

I am writing to request information under the Freedom of Information Act 2000.

Please could you provide the following details regarding your authority’s Urban Traffic Control (UTC) / traffic signal management system or traffic signal fault management system:

  • The name of the software platform currently used to manage and control traffic signals (commonly referred to as UTC software or RMS and usually supplied in the UK by companies
  • such as Yunex, Swarco, Telent and TRL).
  • The name of the supplier or vendor of this system.
  • The start date of the current contract for this system.
  • The expiry date of the current contract (or the next renewal/break date, if applicable).
  • The job title and/or team responsible for managing and operating this system. If possible, please also provide the name of the senior responsible officer (e.g. Head of Service or equivalent).

If the UTC or RMS software is provided as part of a traffic signals maintenance contract, please provide the answers for points 1-5 above for this contract instead.

Response

As the information you have requested is 'environmental information' for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.

This exemption is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.
