Scottish Cosmetic Interventions Expert Group (SCIEG) and Non-surgical Procedures Bill development queries: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.


Information requested

  • A list of all organisations invited to the Scottish Cosmetic Interventions Expert Group (SCIEG) meetings from 2023 to 2026.
  • Documentation regarding the "Declaration of Interests" for SCIEG members, specifically identifying any dual memberships with the JCCP.
  • Records of any outreach conducted to non-medic independent practitioners during the process of development of the Non-surgical Procedures Bill.

Response

SCIEG was first established as a time-limited group (January 2014-February 2015) to explore the need for introducing regulation to cosmetic procedures in Scotland following the publication of the Keogh Review in 2013. Between 2017 and 2022 SCIEG members met to review the regulation of non-surgical cosmetic procedures. SCIEG was formally reconvened in November 2023 following analysis of the Scottish Government’s 2020 consultation on the regulation of non-surgical cosmetic procedures. This is referred to as the current SCIEG and was last convened in May 2025.

Specific outreach for non-healthcare professional practitioners was conducted twice during the development of the non-surgical procedures Bill:

  • An in-person event at Scottish Government Atlantic Quay Offices at: 1 Atlantic Quay, 1 Robertson Street, Glasgow, G2 8JB on Friday 21st February 2025 from 10am – 12pm
  • An online event on Tuesday 25th February 2025 from 6pm – 7:30pm
