Response
I enclose a copy of all of the information you requested in the format you asked for.
Context and Explanation of Variations from Published Reports
Please note that there are discrepancies between figures and lists referenced in the Techscaler Annual Report 2024 and the EKOS Early Evaluation of the Techscaler Programme 2022–24, and the figures included in this response.
This is due to improvements to data gathering, labelling and reporting implemented, which enable a more accurate representation of Techscaler events.
In line with our obligations under section 3(2)(b) of FOISA, we contacted CodeBase, the delivery partner for Techscaler, and asked them to search the information they hold on behalf of the Scottish Ministers. The following clarification points are relevant.
Correction to Graph Labelling
The graphs in both reports are titled “% Events (split by region).” However, the data presented represents “% Event Attendees (split by region),” rather than the number of discrete events.
Partial listings in the EKOS report
The list beneath the graph on page 43 of the EKOS report provides a breakdown of Techscaler‑related events by hub, but does not:
- Include events delivered in the South of Scotland region
- Include events delivered online
Improvements to data integrity
The information provided here was extracted after a comprehensive retrospective data integrity review by CodeBase.
As a result, 868 Techscaler‑related events were identified within the period in scope. This provides a more accurate overview of programme activity and excludes:
- Private cohort watch parties
- One‑to‑one speaker sessions
For clarity, these include events delivered online, and in the South of Scotland region.
Continuous Improvement and Data Management
Since the start of the Techscaler programme, data collection, analysis and reporting methods have matured and improved. This echoes the findings of the EKOS Early Evaluation of the Techscaler Programme 2022–24, which highlighted the importance of strengthening monitoring and reporting arrangements over time.
In response, event data is now managed through a single, structured system that supports accurate extraction and reporting. These improvements support more robust performance reporting, improved data quality, and greater transparency for future evaluation and information requests.
All relevant clarifications will be added to published reports.
